EU law-making update #5

EU regulation update time – straight from my EU law tracker. Some highlights:

🔹The Commission published its digital omnibus package on 19 November featuring one proposal to simplify and delay implementation of the AI Act and one to simplify data and cybersecurity legislation – 2025/0359(COD) and 2025/0360(COD)

🔹Many new public consultations, including a fitness check of the EU’s digital rulebook: If you believe the digital omnibus doesn’t go far enough, now is your chance to tell the Commission. The consultation assesses the cumulative impact of the EU’s digital rules and is open until 11 Mar 2026. There is also a new call for evidence on the review of the EU’s Digital Decade targets until 23 December.

🔹 The Parliament and Council finalised the investment omnibus proposal and the European Defence Industry Programme – 2025/0040(COD) and 2024/0061(COD)

🔹 Lots of changes in the EU rulebook towards the end of the year: According to my data, there are 85 separate compliance deadlines in December 2025 coming up. And at least 65 new legal requirements will start to apply from January 2026. I am currently integrating this data into the tracker and will share a separate update on it soon.
