The World Trade Review just published my review of Marianna Karttunen’s excellent new book titled “Transparency in the WTO SPS and TBT Agreements: The Real Jewel in the Crown” (Cambridge University Press, 2020).
It is a great read on how trade concerns between WTO members are handled in the WTO system. Most importantly, it shows how disagreements are not only resolved through formal legal interpretation by a panel or the (paralyzed) Appellate Body, but also through informal consultations and open debate in the many WTO committees. This offers a much more lively picture of the WTO “Disputing Pyramid” than previous accounts have drawn.
